What I think would satisfy your concern is instead of just passing a URN is
to pass a URI/citation/URT record with a URN plus some bits of identifying
metainformatin encoded in some manner. It would be a larger chunk of info
to carry around but I don't think it would be any larger than a regular
footnote would be.
