Well, there are definitions in both RFC 821 and RFC 822, which are somewhat
at odds with each other. Both of them have bugs. RFC 1123 has some
clarification. There's a better definition of 'domain' in RFC 1035, but it
also has bugs.

For the time being I'd reference RFC 822's definition of "addr-spec". It's
entirely possible that a more precise definition will emerge later that the
URL RFC can reference.
