URLs are there, deployed, and and a lot of investment has been made in
creating documents that use them. We don't want to change them just to make
them look pretty. I believe that the senator from Manteo wasn't referring to
URLs as currently used in the web, but to the wrapper form with '<>', which
has not seen such deployment.
