I'm with Tim on this one, a URN is a "persistant identifier" if the
publisher goes out of business, and it has provided its own URN->URL
service, then it may no longer be easy to dereference the URN, but that
wont make the URN invalid, just harder to dereference. In the scheme I
proposed yesterday, I would see the DNS being used to redirect
urn.dead.publisher to urn.archive.libraries, so that historical URNs still
had a chance of being dereferenced.
