In case we get lost in the wrapper issue. Here are a summary of the
outstanding disagreements on URLs. That either need discussing here - or
on the net. I'll attempt to be non-partisan in summarising the issue.
If you have input please make it now.
(The numbers refer to the point numbers in the
document posted around a week or so - and referred to in the discussion)

3 & 6) Are fragment identifiers part of the URL - I think they were removed at
the IETF, Tim thinks they are still in.

9) Does the news URL need rewriting - I think the current spec is a URN,
Tim (& Marc ?) think its fine.

10) Should the length field be removed from the wais definition. Everyone
agrees its no longer needed. The question is whether to leave it in for
backwards compatibility with WWW.

13) Should Prospero URI's contain the %00 stuff for attributes or do these
go in URC's. Cliff N. needs consulting on this, I dont think it
currently effects developers other than ISI, Bunyip and Pandora.

15) The gopher spec needs more work to handle Gopher+. (No disagreement,
it just hasnt been done yet).

16) Should the type field be retained in the Gopher0 URI, I think its
redundant, I think Tim believes its needed?

17) Do we allow trailing "." in FQDNs - I forget who took which side here?
