As a technical matter, the first is sufficient. ISSNs are covered by an
International Standard and registration system and are not bound to the
reference cataloging system of any country. They do, as Bill
implicitly points out, have all the "who gets to decide on 'same' or
'different'" issues that impact ISBNs, supermarket UPCs, and URNs more
generally, but that is a separate issue.
