URL query

I know there was no consensus on this, but at one of the meetings in
Houston, the issue of access method vs. location identification came
up. (I know because I asked about it.) I can see a use for generic
URLs sometimes, that do not contain an access method embedded in them.
This would only make sense in cases where several access methods share
a namespace. The question is whether I need a different URL for each
access method or whether I might not be able have a more generic URL
and I might then choose which access method is most appropriate for
any situation. My recollection of the (brief) discussion is that some
people said that one needed a separate URL for each access method (in
other words, they are more than locators) and others said that we
ought to have a "generic" sort of locator. I also had a private
conversation with PeterD about this, so he is more than welcome to
chime in here too.
