I thought I remembered one in the NCSA tutorial documentation, but
I haven't been able to find it.

No. These may even be beyond the scope, since you must obtain a WELL
account before interesting a WELL conference, and the accounts are
customizable, etc.

No. There could be, perhaps, but you'll need to answer: what's the point?
As it is, there's not been a lot of enthusiasm for a retrieve-by-mail
resource locator.
