Which meta-info? The meta-info that's specific to a concept that can be
embodied in one or more bit sequences (say with different content-types), or
the meta-info that's specific to a particular one of those bit sequences, or
the meta-info that's specific to a particular location of a particular file?

(I don't think they all belong in the same place...)

Actually, I'd probably agree with you that the TTL etc doesn't go in the URN.

But there's a danger in specifying the URN without specifying anything about
expectations of how it's to be used...
