I thought you were :-)
Seriously though, I cannot answer this as my knowledge of English is
not sufficient to understand the subtleties involved with the word
'running' in this context. So instead I give you my perception of how
things ought to be:
members of the WG do the work, and discuss to reach concensus
the chairs (Jim and Alan) facilitate the process by managing the
group as described in the internet draft on WG-Guidelines which has
just been approved as Informational RFC.
The AD (me in this case) keeps track of the progress of all the WGs in
the area, and a.o. supports WG chairs where necessary and presents Wg
outuput within iesg (again see wg guidelines draft). The AD is
responsible towards the iesg for keeping WGs on track (subject and
timewise). In case the WG gets stuck over some heavy issues, and the
WG chairs can get no further movement, the AD may step in to help.
