I argued that :
The existing URL is really an attempt at a URN, a location independant
identifier of a message, and as such its great to use it whereever
possible, however there are cases - such as the current gopher->news
gateways, which use URL's in a form acceptable to most News servers,
specifying a message id by newsgroup and article number. They have all
the faults of URL's - no guarrantee of access, may disappear etc - but
this just makes them dumb to use for long-term reference, they are still
URLs. So we should have a URL of the form.
