I guess what you are asking about is the Overview document that the group
has talked about for some time. We currently have a document from Cliff
Lynch which may or may not provide what you need (it is in the archive).
There was also a call for a more technically-oriented paper to pull all
of the URI work together. John Kunze recently asked for volunteers for
this but I don't know if he got any responses. I will repeat the call
here. I am certainly willing to work with anyone who would like to pull
that together, but I believe that it would be of more use if we had more
than one point of view there (as with Peter/Chris and Karen/Larry).

Good idea. The file is now there and is called 00README.
