Sorry, didn't mean to bring it up again, just
wanted to record the points of view. Consensus is
recorded, the spec contains the requirement.

Yes, sorry, Larry I remember your point. It's in the
list of outstanding points now.
(I understood from the Alan's comments though that the
discussion was deemed to be only about what to do in plain text, not
SGML or other things. In plain text, there are no
delimiters provided, whereas in SGMl, C, etc one
has no choice.)
I'l release a new snapshot with the above FTP stuff
taken care of.
