Terry,
There has been consensus for a long time (at least a year) that
a resource may acquire different URNs from different name assignment
authorities. From one name assignment authority, a resource should be
able to get only one URN. If that was unclear I will certainly work
on crafting the wording better. Thanks for pointing it out.
