Indeed, that appears to be a sensible interpretation of the draft; and as I
understand you to have suggested earlier, Xanadu URNs could be implemented by
making each server a naming authority. However, it appears that it would not
be possible to determine equality of URNs between different naming authorities.
Whether this operation is actually necessary I am not at present certain.
