This, in my mind is really a client issue. Assuming the existance of
something looking like what we are currently calling a URC, the
client/user should be able to make a determination of what is "good" for
them. For example, you may have a file as a bitmap and the "same" image
as a color tiff. Now in some cases, the latter would be "best" (fast
link, color display etc). However, at the end of a 9600 baud link and
with a monochrome display the first is probably "best" for you. All we
can hope to do is provide enough information about the attributes
(characteristics) of a resource and have the users and their tools make
up their own minds.
