I am not proposing extending 'telnet' or 'mailto' in the current
draft. I'm assuming subsequent RFCs will be able to define new URLs
schemes and extend existing ones; there's sufficient momentum behind
the 'mailserver' scheme that I thought it was an appropriate time to
consider merging it with 'mailto'.
