Surely the plan was to remove fragment identifiers from the URL
specification out of this working group, but not to preclude their
eventual readdition? It would be untenable to make URLs useless for
WWW, if the removal of # and relative URLs were done in such a way as
to somehow disallow them.

Now that the initial URL specification is ready (nearly ready) for
draft standard status, it isn't unreasonable to follow up on issues
such as 'a decent fragment identifier' proposals that got dropped in
the past.

Perhaps Mitra could recirculate his proposal after the Toronto
meeting.
