I like your separation of the three separate issues. Question 1 ("How
does a URC look") seems to depend a bit on the answer to Question 3
("What is meant by any particular tag, and how is the value
formatted"), at least if you want tag names registered.

In addition, some uses of attributes might require meta-values on the
values, e.g., "this is computed from the document" vs. "this is a
guess by the proxy server, and should be treated only as a 'hint'" vs.
"this is a description of what I'm looking for".

The other issue that seems to be hanging us up are those that deal
with compound or composite objects: how do you describe the
metainformation associated with various kinds of objects, each of the
components of which have different meta-information.
