Examples of context in which '~' is unsafe

Subject: Examples of context in which '~' is unsafe

I have a question regarding the presence of '~' among the list of unsafe
characters in the URL specification. Can someone provide an example of a
situation where this character is corrupted by a gateway? I use the
character on my server and signature (for aesthetic reasons) and have never
had any problems. In which situtations might I be screwing myself? I
assume that since the terminal is labeled "national", that the primary
problems are with non-US ASCII character sets?
