I pretty much agree with Norbert's points, except for the following:

Why does it need to be case insensitive? If the string is opaque,
then so be it. Why can't a client just do a straight comparison?

There was consensus (we must remember that consensus is *NOT* the same
as unanimity) within the URI group about case insensitivity. That is
why it is in the URN requirements document as it is. If the group had
agreed on a different requirement, that would have been in the
document instead. Please let's not discuss this further. If anyone
wants to know all the gory detail of the discussions, that's what mail
archives and minutes of meetings are for. If you don't want to know,
then please believe the written documents that are reporting the
consensus that was reached.

I don't mean to be landing on you alone. This is true for lots of
people and lots of different issues.

I would also like to make a plea to the chair(s) of this working
group. I don't know whether this sort of discussion falls under Alan
and Jim's tutelage or Larry's, but whoever you are, please feel free
to suggest to newcomers that they are more than welcome to join but
should be prepared to pick up where we are not pull us back to issues
that have long since been resolved. Again, that's what mail archives
and the minutes of meetings are for and all newcomers who wish to join
should be encouraged to do the homework and then jump in. It is up to
the chairs more than anyone else to keep the discussions moving
forward, not backward.
