Unfortunately, as far as I know this document (the Z39.50 standard) is
not yet available electronically. I understand that NISO (the National
Information Standards Organization) is more than a little embarrassed
by it's own copyright restrictions and that they are working to make
the standard freely available in electronic form.

Alternatively, it may that another less encumbered version of the standard
(e.g., a draft version) that is available electronically can be referenced
instead to supply the necessary background information. Can someone who
knows the copyright status suggest another version to cite?
